i have a bag of rocket leaves in my fridge that has a bb date of 16th, it's the 19th now...can i still eat it or not? what happens when it goes off?

As with most foods, you can ignore the BB and SB dates - you simply use your eyes and your nose to see if the food is still edible. It was called "common sense" in the days before all the do-gooders poked their oars in!

The bb date is there as a guild line. After the BB date bacteria accumulate and the food has started to decompose as the bacteria are eating the food up. Don't eat it even if it looks good as you may ingest harmful bacteria.

The best by date is a red flag, not an alarm clock. Check the leaves for signs of deterioration or rot. If the leaves are still nice and fresh and smell like rocket and not rot, then you can eat them

Well, you've got the rocket right there in front of you. Is it pale, limp and slimy? Or still green and a bit crisp? I hate to think how much perfectly good food gets jettisoned each day just because it's past its (nominal, legally imposed) use-by date.

It will be fine, you will know when it is unsuitable to eat just by looking at it. Remember it is only a few years ago that best before dates were on food and best before means just what says.
